Discuss Proposed New Residential Journeyman License.

Walthall informed the Board that the City had received a request from Peaslee Technical School to add a new licensing category in the form of a residential journeyman plumber. Walthall explained that it would be similar to the residential mechanical and residential electrical license currently available in the City.

Walthall stated that the request had been taken to the Contractor Licensing Board and the Contractor Licensing Board voted 7-1 in favor of supporting the request. Walthall went on to say that it occurred to him that the new license category was not a contractor license, that it was appropriate to get input and a positive recommendation from the Board as well.

Landon expressed concern that the residential license would weaken the skill level of plumbers by allowing a lower level license to work on plumbing systems unsupervised. Landon went on to explain that journeyman license requires two years of experience while the residential journeyman only required one year. Landon also stated that this would make obtaining a license easier and the lack of experience would hurt the plumbing industry.

Poull stated that he felt the requirements of the class at Peaslee, the year experience and the exam would require a real commitment by an individual. Poull continued that someone that invested would be a welcome addition to the plumbing trade.

Hoag made a motion to the addition of the new Residential Journeyman License. Poull second the motion, the motion passed 3-1.
