Building Code Board of Appeals Meeting

First item of business was to approve minutes from the July 11th, 2018 meeting. Kevin Markley moved to approve minutes as written, Seconded by Michael Brunin. Motion passed 4-0. 

 

Next item was to hear a presentation from Brian Jimenez on the Property Maintenance Code.

 

Jimenez said the biggest changes to the PMC were adding parking standards for storage of RV’s and trailers. Another major change was re-writing of the rules for basement egress windows. Also, the code would now require installation of CO detectors in existing dwelling units. Jimenez said that 30 new definitions have been added.

 

Barry Walthall then spoke about the benefits of adopting the International Swimming Pool and Spa Code. He said the IRC and the IBC both reference the ISPSC. Walthall stated he felt the ISPSC was a very thorough document. Walthall thought the adoption of the ISPSC would make it easier for the City to regulate swimming pools.

 

The Board then discussed the amendment requiring a 6’ barrier around a pool.

 

Markley said he thought that a 4’ barrier, as written in the ISPSC, would be adequate.

 

Stogsdill asked what code is currently used to regulate pools in Lawrence.

 

Walthall answered that the amendments in Chapter 5 and the rules that the Health Department enforce regulate pool requirements. Walthall added that the City has encouraged pool contractors to use the ISPSC.

 

Markley made a motion to adopt the ISPSC with no amendments. Second by Rau. Motion passes 4-0.

 

Smalter briefly went over the next meeting’s agenda and noted the meeting may be longer than usual.

 

Walthall said he expected to see draft ordinances from the other trade boards by October or November.

 

Walthall also said the next meeting may be the last time for code review with individual trade boards. The next code cycle there will only be one unified board.

 

Brunin made a motion to adjourn, Seconded by Rau. Motion passed 4-0.
