Recommendations/Options/Action Requested:

 

Adopt Resolution No. 7268 repealing and replacing Resolution 7262, to establish a Downtown Master Plan Steering Committee. This resolution modifies the appointments to the Steering Committee by changing the designated appointments of Developer and Downtown Residential Owner/Tenant to two (2) additional At-Large appointments.

 

 

Executive Summary:

Resolution No. 7262 was adopted by the City Commission at their August 16, 2018 meeting to establish a Downtown Master Plan Steering Committee to help the consultant in an advisory capacity to review and provide feedback at three key points (3 meetings) throughout the process. The consultant will run the steering committee meetings, set the agendas and be responsible for incorporating any feedback received from the steering committee. At the time of establishing the committee, the Commission took time and care to establish a diverse steering committee to gain as many perspectives as possible as the plan is undertaken. The 18-member steering committee included the following composition of members:

·         East Lawrence Neighborhood Association (ELNA)– (Appointed by Neighborhood Assoc.)

·         Oread Neighborhood Representative – (Appointed by Neighborhood Association(s))

·         Old West Lawrence Neighborhood Association (OWL) – (Appointed by Neighborhood Assoc.)

·         Pinckney Neighborhood Association – (Appointed by Neighborhood Assoc.)

·         North Lawrence Neighborhood Association – (Appointed by Neighborhood Assoc.)

·         Explore Lawrence – (Appointed by Explore Lawrence)

·         At-Large – (Appointed by Mayor with consent of City Commission)

·         Lawrence Cultural Arts Commission (LCAC) – (Appointed by LCAC)

·         Historic Resources Commission (HRC) – (Appointed by HRC)

·         Affordable Housing Advisory Board (AHAB) – (Appointed by AHAB)

·         Lawrence Chamber of Commerce – (Appointed by Chamber)

·         Architect – (Appointed by Mayor with consent of City Commission)

·         Developer – (Appointed by Mayor with consent of City Commission)

·         Lawrence – Douglas County Planning Commission (PC) – (Appointed by PC)

·         Downtown Lawrence Inc. (DLI) – (Appointed by DLI)

·         Downtown Business Owner/Tenant – (Appointed by Mayor with consent of City Commission)

·         Downtown Residential Owner/Tenant – (Appointed by Mayor with consent of City Commission)

·         Downtown Property Owner at Large – (Appointed by Mayor with consent of City Commission)

 

The Mayor has six (6) appointments, with the Commission’s consent. Two of these positions, the Downtown Residential Owner/Tenant and the Developer, have not received any applications to date. Public notice was given in a press release and through an article in the local newspaper, but there is no organized group to provide the outreach needed to gain applications. The Mayor has requested revising these positions to At-Large positions (for a total of three (3) At-Large positions), to complete the make-up of the steering committee. While this may reduce some of the diversity on the steering committee, it will expedite the process by letting the consultant proceed with the plan.  The change to At-Large appointments also doesn’t preclude the Mayor from appointing someone who represents the resident and developer categories if a resident or developer may apply for the appointment.

There is no change to the fiscal impact of this project with this action.

 

The fiscal impact to the City is $110,000.  This item is in the 2018 CIP-Project PR1918CIP. The professional services agreement was approved by the Commission at their August 18, 2018 meeting.
