Authorize the City Manager to execute an Engineering Services Agreement with Black & Veatch Corporation, in the amount of $171,611.00 for the Kansas River Wastewater Treatment Plant mechanical bar screen replacement. |

Executive Summary: |
The two (2) mechanical bar screens located at the Kansas River Wastewater Treatment Plant are past their 20-year useful life and have experienced several equipment failures over past years. The bar screens are used in treatment to remove large debris from the incoming wastewater. In addition to the equipment replacement, a structural condition assessment of the associated wet wells and channels will be performed.
Black & Veatch was selected via a competitive request for proposal process initiated on May 2, 2018. Staff negotiated for design phase engineering services in the amount of $171,611.00. The scope of design includes an initial alternate equipment review and selection, construction documents for electrical and mechanical improvements, an engineered controlled construction sequencing and bypass pumping plan, structural condition assessment of existing wet wells and screen channels, hydraulic review of proposed modifications, and a review of screenings management.
The proposed scope of services and fee for the design of the construction documents for the Kansas River Wastewater Treatment Plant Mechanical Bar Screen Replacement Project is commensurate and appropriate for the project. |

The fiscal impact to the City for engineering services is $171,611.00. Total project cost for all construction and engineering is estimated at $1.2 million. This project is funded in the 2018-2022 CIP as Kansas River Wastewater Treatment Plant Annual Improvements, UT9906CIP. |
