Executive Summary: |
In January 2018, the City Commission authorized $495,000 in Housing Trust Funds for the Bert Nash Community Mental Health Center – Bridges Transitional Recovery Program project. The project is planned to construct 8-12 beds for rental transitional housing and mental health recovery facility and is Tier II of the community mental health The next step would have been a formal agreement between the City of Lawrence and Bert Nash regarding the release of the funds. As staff was working with Bert Nash on the agreement, it became clear that the project was dependent upon County funds that were planned to be part of the ballot initiative that failed in May. Consequently, details regarding the timeline for the project and how the project funding gap would be filled could not be answered at the time to enable a formalized agreement to be developed. Bert Nash requested a formal extension in May for the project. The issue was scheduled to be considered by the Affordable Housing Advisory Board (AHAB) at its June meeting, but the item was deferred to the July meeting to enable a representative from Bert Nash to be at the meeting to answer questions from the board. At its July 9, 2018 meeting, the Bert Nash representative and a representative from Douglas County relayed that Douglas County is planning a 2019 budget allocation to support the project, enabling the project to proceed. Given this information, staff anticipates the ability to finalize a funding agreement with Bert Nash by the end of October and Bert Nash anticipates starting on the project in late 2018 or early 2019. The AHAB voted to support the extension to enable execution of an agreement between the City and Bert Nash by October 31, 2018. Staff recommends this extension be approved. The performance agreement between the City and Bert Nash will be returned for City Commission authorization by that date.
