Executive Summary: |
The 2018 Sanitary Sewer Rehabilitation Cured-In-Place-Pipe (CIPP) Project will rehabilitate approximately 63,600 linear feet of sanitary sewer pipe ranging in size between 8 inches and 15 inches in diameter. The CIPP rehabilitation method involves lining the inside of an older deteriorated sanitary sewer with minimal excavation. CIPP is a cost effective method of pipe rehabilitation when compared to other more invasive methods. As an example, the cost of 8 inch sewer main rehabilitation for this project is $24.75 per foot compared to open trench sewer replacement projects that have averaged more than $300 per foot.
The 2018 Capital Improvement Plan (CIP) includes two separate programs focused on sanitary sewer rehabilitation. The Clay Pipe/Manhole Rehabilitation Program aims to rehabilitate deteriorating sewers throughout the City while the Rapid Inflow/Infiltration (I/I) Reduction Program aims to reduce the amount of rain and groundwater entering the sanitary sewer system in targeted areas. This project is funded through both programs. The sewers included in this project are located throughout the City with a focus on the Phase 4 Rapid I/I Reduction (Ecoflow) Area and the Sunset Hill Neighborhood. The project is scheduled to be completed by May 2019.
Utilities Department Staff completed the construction documents and the project was advertised on May 21, 2018. Bids were opened on June 19, 2018 and the bids were read publicly aloud as follows:

Awarding the bid as recommended will have a fiscal impact of $1,647,440.60. Funding for this project comes from the 2017 revenue bond issue, and the project is included in the Department of Utilities 2018 Capital Improvement Plan as Clay Pipe/Manhole Rehabilitation (CIP# UT9908) and Rapid I/I Reduction Program (CIP# UT9909). |
