Reject and rebid Bid No. B1810 for the Louisiana Street, W 12th Street to W 13th Street, Projects UT1719 and PW1724 Street, Storm, and Waterline Improvements.

 

Executive Summary:

The Louisiana Street, W 12th Street to W 13th Street, Project UT1719 and PW1724 Street, Storm, and Waterline Improvements includes street improvements, waterline replacement, and storm sewer installation.

 

SK Design completed construction documents, and the project was advertised on March 23, 2018. Bids were opened on April 6, 2018, and the bids were read publicly aloud as follows:

After the bids were publicly announced, City staff discovered that a portion of the existing 16” waterline contains asbestos and requires a proper abatement practice for proper removal. An asbestos abatement procedure was not identified in the plan set or project specifications, and it increases the scope and cost of the work. This additional scope will require changes to the plan set as well as additional specifications.

 

In addition to the asbestos abatement, additional contractor qualifications will be required and listed as part of the bidding documents.  These qualifications will include experience with installation of 24” storm sewer, 12” and 16” waterline, and previous working experience with concrete and transite waterline.

 

A two-step bid process as described below will be used to allow bidders and the City some clarity on what has been changed in the bid documents.

1.    Issue the drawings, project manual, and former addenda unchanged from the previous bid.

2.    Issue new addenda with the design revisions, additional specifications, and other adjustments.

 

This process will avoid the delay associated with a significant redesign and rebidding effort. It will also allow the two bidders an opportunity to quickly reprice the work and submit new bids in a very short period of time. In addition, it will allow other bidders who may have begun the bidding process, but were unable to complete it in the first round, to also submit timely bids.

 

The revised anticipated bidding schedule for this project is as follows:

Advertise: May 2, 2018

Pre-Bid Conference: May 15, 2018

Bid Opening: May 22, 2018

Award: June 5, 2018

Notice to Proceed: June 18, 2018

Fiscal Impact (Amount/Source):

Utilities funding for this project comes from the 2016 revenue bond issue and is included in the Department of Utilities 2017 Amended Capital Improvement Plan.  Public Works funding for this project comes from the General Obligation Debt as well as Intergovernmental Funding from the University of Kansas (CIP# PW18E8).
