Award City Bid No. B1815, CIP Project No. PW17SM1 – 2018 Milling, Patch, Overlay, Microsurfacing, and Concrete Maintenance Program to Sunflower Paving Inc., in the total amount of $2,855,577.80.

 

Executive Summary:

Public Works staff utilizes a pavement management program, as a tool to maintain an inventory of street pavements, track respective condition, maintenance work history, identify budget needs and impacts associated with preservation strategies and asset management. The City has implemented a wide range of maintenance techniques from preventative maintenance measures to major rehabilitation and reconstruction impacting overall pavement conditions and pavement deterioration.  This project is part of the city’s street maintenance program for contracted maintenance.  For more information on the pavement management program and the 2018 street maintenance program, please see the December 19, 2017 City Manager’s Report at the following link https://assets.lawrenceks.org/assets/agendas/cc/2017/12-19-17/cmreport_2018_comprehensive_street_maintenance_program_memo.html

 

The project includes milling, various surface and full depth patching of deteriorated areas, overlay, microsurfacing, concrete pavement, and curb rehabilitation as designated on several city residential, collector, and arterial streets.  The maintenance work will restore structural capacity, skid resistance, improved drainage, and ride quality to the existing city streets.  All existing pavement markings associated with the roadway projects will be reestablished.  Approximately 27 concrete access (ADA) ramps will be installed with some incidental sidewalk tie-in replacements in conjunction with curb and gutter removal and replacement. 

 

The city street mill and overlay, curb and gutter, and concrete rehab sections to be worked on have been determined to be in generally fair to poor condition and have deteriorated beyond the point at which cost-effective preventative maintenance techniques can be performed.  Streets receiving area patching and microsurfacing (surface seal) are generally in good condition.

 

Construction of the project will begin as soon as possible and has a completion date of October 5, 2018.  Phasing of collaborative work and other coordination efforts are implemented as well.
