Recommendations/Options/Action Requested:

 

Authorize the Mayor to execute a City/State Agreement between the City of Lawrence and the Kansas Department of Transportation (Agreement No. 190-17) for the 19th Street and Iowa Street Pedestrian/Bicycle Tunnel Project.

 

Executive Summary:

In October 2017 the City Commission accepted Transportation Alternatives funds for the 19th & Iowa pedestrian/bike tunnel ($1.6M KDOT, $200k City and $200k KU).

 

The Transportation Alternative (TA) Program is administered by the Kansas Department of Transportation (KDOT) and provides funding for programs and projects including pedestrian and bicycle facilities, scenic and environmental, historic preservation, and safe routes to school. In 2017-2018 a total of $18 million has been made available; the minimum local match is twenty percent (20%) of the project and the remaining eight percent (80%) are federal funds administered by KDOT.

 

The 19th & Iowa tunnel project will be bid with the 19th Street Reconstruction Project from Naismith to Iowa, with construction to begin this summer. The University of Kansas is committing $200,000 to match the city’s local share in addition to donating the right-of-way for the project; staff is working on a formal agreement for KU’s portion of the cost share.

Fiscal Impact (Amount/Source):

The fiscal impact to the City is $200,000.  The funds will come from the $450,000 allocation of 2017 bike/pedestrian improvements (CIP#CI09).
