   Executive Summary:  | 
  
   On June 6, 2017, the City Commission held a public hearing on the formation of a benefit district for the construction of Queens Road from 6th Street to Eisenhower Drive, and intersection improvements to 6th Street and Queens Road. After much public input the Commission referred the item back to staff for further evaluation on the assessment method and funding options. Attached is the staff’s report. 
 The property at 1677 E 1000 Road (on the west side of Queens and north side of the LINKS development) is outside the city limits but within the project limits. The City may unilaterally annex properties adjacent to the city limits per Kansas Statute 12-520. The property will benefit from the improvements and therefore staff recommends annexation of 1677 E 1000 Road. 
 Staff recommends proceeding with the formation of the benefit districts, the method of assessment to be based on participating properties’ square footage and with the City at Large paying for the additional street width for bike lanes and additional width for the multiuse path.  |
