   Executive Summary:  | 
  
   In 2017 the City Commission authorized staff to proceed with final design plans for the reconstruction of 9th Street from New Hampshire to Pennsylvania to meet the ‘basic street’ design concept presented by staff. Construction is anticipated to begin in Summer 2018 and take 4-6 months. The project will be constructed in two phases: New Hampshire to New York and New York to Delaware. The project is in the 2018 CIP (PW17E6) with a budget of $2,500,000 funded with general obligation debt. Attached is a design summary of the project. 
 The ‘basic street’ design includes reconstruction with concrete pavement, storm sewer, 6 foot sidewalks on both sides of street, on-street parking, pedestrian lighting, street trees, retaining walls and preserving green space. The ‘basic street’ design does not include bike facilities, underground electrical or decorative street light poles at intersections. Existing sidewalks will be reconstructed with similar material, brick sidewalks will be replaced with brick and concrete sidewalks will be replaced with concrete. The East Lawrence Neighborhood Association and the adjacent property owners that will maintain the brick sidewalks, both support reconstructing the brick sidewalks with brick. There is approximately 480 feet of limestone curb in the corridor. Based on past experience with removing and replacing limestone curb, approximately half is reusable due to the condition. Any salvageable limestone curb will be stockpiled at the street division for future repair projects in the East Lawrence neighborhood. 
 After inspecting the reinforced concrete box (RCB) that runs parallel to 9th Street on the north side of the street, it was found in poor condition and needs to be replaced, between New Hampshire and the alley east of Connecticut. Since 9th Street is being reconstructed, it is most cost effective to replace this infrastructure with this project. This was not anticipated in the original budget and is estimated to cost approximately $230,000. This will be funded using storm sewer rehabilitation funds from CIP Project# PW1753. 
 Staff has discussed the project with St. Luke AME Church at 9th & New York. The Church is working on plans to improve ADA accessibility at the northwest entrance to the building. The construction of the new concrete sidewalk adjacent to the street will give the church an opportunity to reconfigure the access when they proceed with their project. 
 The owner of the property at 512 E. 9th Street has an existing license agreement with the city to use and maintain the four existing parking spaces that will need to be removed to accommodate an ADA compliant sidewalk. The site plan associated with this property will remain valid and staff will amend the license agreement. 
 On February 5, 2018, the plans were presented to the Transportation Commission and public comment was received. On March 15, 2018, staff presented the project to the Historic Resources Commission and the design was approved. Utility companies have received final plans and have begun the 2-3 month relocation process. Staff is working on obtaining construction easements from adjacent property owners.

   The fiscal impact to the City is $2.5M. This item is included in the 2018 CIP (PW17E6) to be funded with general obligation debt. The additional storm sewer replacement cost is estimated to be $230,000. This is included in the 2018 CIP (PW1753) to be funded from the stormwater fund.  |
