Authorize the City Manager to execute an agreement with Lawrence Habitat for Humanity for Housing Trust Funds, in the amount of $75,000, to provide gap funding for two homes. |

Executive Summary: |
At its meeting on January 16, 2018, the City Commission received the recommendation from the Affordable Housing Advisory Board regarding 2017 funding applications for the Housing Trust Fund. The City Commission approved an application submitted by Lawrence Habitat for Humanity to assist the construction of two (2) workforce housing homes. At the time of authorization, the agreement was not yet drafted and staff indicated that the agreement would be returned for Commission approval.
In this case, the performance agreement requires the completion of the project, and completion of the final report. The housing developed related to this application has been completed. It should be noted that the performance agreement does not require the homes to be permanently affordable. Habitat for Humanity has not utilized a mechanism like a land trust to ensure this into the future. However, the Executive Director of Lawrence Habitat for Humanity has indicated that topic is being discussed related to the future projects.
In following up with Bert Nash regarding its project agreement, it has indicated that timeframes and other provisions that would need to be articulated in its agreement are dependent upon discussions with Douglas County and the upcoming jail and mental health question to voters. So, work is pending on that agreement.
