Recommendations/Options/Action Requested:

 

Approve alternative project delivery procedures for the City of Lawrence.

 

Executive Summary:

Charter Ordinance No. 45 was adopted on February 20, 2018 and states that the Governing Body may authorize the City Manager to utilize an alternative project delivery method upon a finding by the Governing Body that alternative delivery is in the public interest. The option to use alternative project delivery instead of the traditional design-bid-build method is a “best practice” that allows the City to select the delivery method that best meets the unique needs of each project and provides the best value.

 

Charter Ordinance No. 45 will not take effect until 61 days after final publication which was on March 3, 2018, and after the Governing Body has approved the required procedures.

 

Staff recommends the attached Alternative Project Delivery Procedures. These procedures identify factors to be considered when determining the best delivery method for a project. Guidelines and criteria for the vendor selection process as well as project management best practices have also been included. Staff utilized research compiled by the Center of Procurement Excellence to assist with development of these guidelines. Staff also worked with Dr. Brian Lines of KU to incorporate elements consistent with his research and aspects of the Expertise-Driven Project Delivery system for procurement.

 

Staff recommends that the Alternative Project Delivery Procedures be added in the appendix of the City of Lawrence Purchasing Procedures which includes information on purchasing authority, roles, and responsibilities. Specific purchasing limits and approval authority have not been mentioned in these alternative delivery procedures to avoid duplication. After Governing Body approval, staff intends to update the 2016 Purchasing Procedures for consistent language in the vendor selection procedures for all types of project delivery.

The recommended alternative delivery procedures will not have any direct financial impact. However, the procedures will provide best management practices for alternative delivery projects and result in best value decisions.
