Recommendations/Options/Action Requested:

 

Authorize the sole source purchase of VirTra Systems 180 degree LE-5 Simulator, in the amount of $205,609.41, for Project No. PD1802CIP, and authorize the Chief of Police to execute a contract. This item was deferred from the March 6, 2018 City Commission Meeting.

 

Executive Summary:

The 2018 CIP included $300,000 for a use of force firearms simulator.  Staff researched three of the most widely used law enforcement simulators. The research included demonstrations, contacts with current owners of the systems and extensive conversations about the capabilities of each system. 

 

Some of the criteria used in the decision-making process included:

·         Current scenario content and future content

·         Compatibility with department firearm

·         Compatibility with department’s less lethal use of force options

·         De-escalation scenarios

·         Multi directional training and interactive scenarios across multiple screens

·         Ability to upgrade simulation equipment while under warranty

·         Quality of equipment and value

 

Staff concluded the VirTra Systems 180 degree LE-5 Simulator best met the needs of the department for training purposes.  Continuous training of officers in use of force situations and de-escalation scenarios is a critical component of the effectiveness of officers, safety of citizens and liability of the city.
