Background:

As mandated under the American’s with Disabilities Act of 1990 (ADA), Lawrence Transit provides complementary paratransit service under the name T-Lift. To be eligible for this service each passenger must be certified under the specific guidelines of the ADA.

The vehicles used to provide this service are lift equipped and fully accessible. A smaller bus is used to provide this service due to the fact that the T-Lift service typically operates on side streets, parking lots and other limited space environments. The useful life of these small is defined by the Federal Transit Administration as either 5 years or 100,000 miles.

Currently Lawrence Transit has nine (9) vehicles that have surpassed both the year and mileage threshold for useful life. These vehicles are listed below:

In order to expedite our efforts to acquire replacement vehicles staff decided to utilize the current Kansas Department of Transportation Vehicle Bid Contract. This contract was awarded to Kansas Truck Equipment, Co. in Wichita, Kansas.

The vehicles that are available under this contract is consistent with our existing fleet and thoroughly meets accessibility standards. These vehicles are 2017 Eldorado Advantage 220. They will be built on a Ford E-450 chassis powered by a gasoline engine. The passenger compartment will consist of fiberglass/composite bodies with reinforced metal frames. The maximum capacity of the buses would be fourteen (14) passengers.

Funding and Cost:

This purchase will be funded out of from .05 Sales Tax Funds previously programed for vehicle purchase under the 2017 CIP. Each vehicle will cost $69,000. The total estimated cost to purchase nine (9) vehicles will be $621,000.

Action Request:

Authorize staff to acquire nine (9) paratransit vehicles (T-Lift) as replacements for nine (9) existing paratransit vehicles which have surpassed both the manufacturer and Federal Transit Administration useful life standards. These vehicles would be purchased from Kansas Truck Equipment, Co. in Wichita, Kansas under an existing Kansas Department of Transportation state bid. The total cost for the nine (9) vehicles is $621,000.
