Public Works staff requests approval of Change Order No. 1 in the amount of $272,484.39 to RD Johnson Excavating Company, Inc. for construction of the 23rd Street & Ousdahl Road Street and Stormwater Improvement Project – Project #PW1134 (CIP Project PW18S2). |

Executive Summary: |
On April 11, 2017 the City Commission awarded Project #PW1134 to RD Johnson Excavating Inc. in the amount of $2,834,908.70. After the bid was accepted and a Notice to Proceed was issued there were several items added to the original project. Four specific items make up approximately 55% of the requested change order; please refer to the attached change order.
The first item was the addition sidewalk along the east side of Ousdahl Road between the offsets of 24th Street. The sidewalk gap program was concurrently under construction along the east side of Ousdahl Road south of 24th Street and terminated on the south side of 24th Street. In the interest of providing sidewalk connectivity, it was determined to construct the missing gap of sidewalk and corresponding sidewalk ramps between the north and south sides of 24th Street, refer to the attached map.
The second item totaling $73,217.64 and the largest of the change order items included the repair of several concrete panel sections of 24th Street east of Ousdahl Road. This also included a new valley gutter section on the east side of the intersection of Ousdahl Road and 24th Street.
The third item included additional asphalt pavement. Previously deteriorated sections of 24th Street and Ousdahl Road were milled and overlaid. In addition, the entire southernmost east bound was milled and overlaid over the entire length of the project approximately 700 feet both east and west of Ousdahl Road.
The fourth item included a concrete channel across the width of the stormwater detention basin on the Schwegler School parcel. During the construction of the basin, it was discovered that ground water ran almost continuously out of the outfall pipe and through the basin. To better maintain the basin, it was decided to connect the in-fall and outfall structures with a four-foot-wide concrete flume thus eliminating a constantly wet bottom of the detention basin.
The original project budget was $3,775,000, funded from the following sources.
The expenditures for the project including the change order resulted in a final total amount of $3,107,393.09. This total amount was $667,606.91 under the original adopted project budget.
