Extend bicycle corral pilot project to December 31st, 2018.

 

Executive Summary:

The Douglas County Community Foundation awarded an $8,900 LiveWell Community Wellness grant in late 2015 to purchase bike corrals to be installed downtown. These corrals were part of a bicycle corral pilot project, which started in 2016.

 

Seven bicycle corrals (holding four to ten bikes per corral) and 22 inverted U racks were installed downtown between June 2016 and November 2017.

·         8th & Massachusetts St (SE Corner) – June 2016

·         100 East 9th St (parallel parking space closest to alley) – June 2016

·         707 Vermont St (Library) – March 2017

·         Massachusetts Street & 10th Street (NW Corner) – November 2017

·         1000 Block of Massachusetts Street – November 2017

·         9th & New Hampshire (SE Corner) – November 2017

·         9th & New Hampshire (NE Corner) – November 2017

 

Transportation planners counted bikes parked on racks and bikes not parked on racks prior to the installation of the bike corrals (in May 2016) and after the first two corrals were installed (in September 2016). Data was collected again in May 2017 after the Library bike corral was installed and subsequently in September 2017. Overall throughout the four data collection cycles, the number of bicycles not parked on racks has decreased.

 

However, because not all of the corrals were installed until November 2017, a complete data set is not available. Therefore, staff recommends that the bicycle corral pilot project be extended until December 31, 2018 in order to adequately access the effectiveness of the corrals.
