Recommendations/Options/Action Requested:

 

Authorize the City Manager to enter into an agreement with the Kansas State Historic Preservation Officer to allow the Historic Resources Commission to perform project reviews as required by K.S.A. 75-2724, as amended.

 

Executive Summary:

The City of Lawrence has an agreement with the Kansas State Historic Preservation Officer (SHPO) to review projects for potential impact on historic properties listed in the National Register of Historic Places and the Register of Historic Kansas Places. The Historic Resources Commission (HRC) has conducted these reviews for the city since 2003.  The agreement to conduct these reviews is reviewed and renewed by the city and the SHPO on a five year cycle. The current agreement has expired and the city and SHPO need to execute a new agreement if the HRC is to continue to review projects under K.S.A. 75-2724, as amended.

 

Primary benefits to the review of projects under the agreement include:

(1)  the SHPO allows the city to designate the Historic Resources Administrator (HRA) to review minor projects at an administrative level therefore reducing the amount of time required for the review of projects and allowing for the projects to be reviewed concurrently with the building permit without a separate process or application;

(2)  the HRA and the Architectural Review Committee have the ability to work with applicants to refine projects to meet the applicants’ project goals while meeting the standards for review; and

(3)  the review of projects at the local level allows for the seven-member HRC, a commission with diverse backgrounds and supported by professional staff, to make defensible decisions, based on the Secretary of the Interior’s Standards, using a wide-ranging scope of knowledge about Lawrence in a public forum.
