The Building Safety Division issued 177 building permits in October, with total construction for the month valued at $29,914,092.  Total permit fees assessed for the month were $135,295, and total review fees assessed were $16,745.  Permits were issued for fourteen (14) new residential projects, all for single-family dwellings.

Permits were issued for twenty-five (25) City projects in October with total valuation of $1,339,155 including basin repairs for the Kaw River Water Treatment Plant at 720 W 3rd Street, valued at $1,081,000; a new pre-manufactured restroom facility for the Youth Sports Complex at 4911 W 27th Street, valued at $120,000; renovation of an existing accessory building for Eagle Bend Golf Course at 1248 E 902 Road, valued at $65,000; replacement of electrical equipment for a pump station at 301 North Street, valued at $7,500; and twenty-one (21) inflow and infiltration program projects by the Utilities Department at various locations with valuation totaling $65,655.

 

The largest projects for the month included a new Best Western Plus hotel at 6101 Rock Chalk Drive, valued at $10,741,000; a building addition and renovations for the USD #497 Facilities and Maintenance complex at 411 E 23rd Street, valued at $3,228,133; a building addition for the Corpus Christi Education Center at 6001 Bob Billing Parkway, valued at $2,000,000; building renovations to divide the vacant retail building at 3311 Iowa Street into multiple tenant spaces, valued at $1,800,000; and a new building for Pi Kappa Phi Fraternity at 1505 Sigma Nu Place, valued at $1,700,000.

These statistics are of interest in tracking construction activity in the community, but only partially tell the story for staff workload and performance.  Staff has established performance goals of completing “initial” reviews for residential permits within 5 business days and for commercial permits within 15 business days of the application date.  An initial review is a comprehensive first review of an application and plans for a building project, and may include review work performed by staff from Planning and Development Services, Fire and Medical, Utilities and Public Works Departments, as well as other relevant review agencies (depending on the nature and scope of the project).  Initial and subsequent reviews and comments are tracked in the Innoprise permit tracking system from which reports may be extracted.  Development Services staff is responsible for coordinating review work and disseminating review comments to applicants.

 

During the 2016 calendar year, staff achieved these goals for 96.5% of all residential permits with an average review time of 2.3 days; and 91.6% of all commercial permits with an average review time of 7.3 days.  For comparison, the following table provides data from 2014 (the first full calendar year for which data is available) as well as 2017 year-to-date performance.

In October, staff completed 115 of 123 residential reviews within 5 business days (93.5%), and 120 of 162 commercial reviews within 15 business days (74%).  The following table tracks performance in meeting these objectives.
