Recommendations/Options/Action Requested:

 

Accept Transportation Alternative awarded funds for the 19th and Iowa pedestrian/bicycle underpass, in the amount of $1.6 million (with a $200,000 City of Lawrence local match and a $200,000 University of Kansas Local match).

 

Accept Transportation Alternative awarded funds for Safe Routes to School project, in the amount of $400,000 (with a $100,000 local match). 

 

Executive Summary:

The City received notice from the Kansas Department of Transportation (KDOT) that both applications submitted for the Transportation Alternatives (TA) program were awarded funds.  In July, TA applications were submitted to KDOT for 1) 19th and Iowa pedestrian/bicycle underpass $1.6 million (with a $200,000 City of Lawrence local match and a $200,000 University of Kansas Local match) and 2) Safe Routes to School (SRTS) project $400,000 (with a $100,000 local match).  On October 2, 2017, the Transportation Commission recommended the approval of both TA projects with the caveat that city staff work with the University of Kansas on the local match on the 19th and Iowa project.

 

The TA Program is administered by KDOT and provides funding for programs and projects including pedestrian and bicycle facilities, scenic and environmental, historic preservation, and SRTS.  The vision of the program is to create safe, accessible, attractive, and environmentally-sensitive communities where people want to live, work and engage in recreational activities. In 2017-2018 a total of $18 million has been made available for funding in Kansas communities not including the Kansas City and Wichita metro regions.  The minimum local match is 20% of the project and the remaining 80% are federal funds administered by KDOT.

 

The University of Kansas has committed to funding 50% of the local match for the 19th and Iowa pedestrian/bicycle underpass up to $200,000 in addition to donating the required right-of-way for the project.  The total of $2.0 million in funding ($1.6M for 19th and Iowa and $400,000 for SRTS) will require a $300,000 local match ($200,000 for 19th and Iowa and $100,000 for SRTS) from the City of Lawrence.  The University of Kansas will fund the remaining $200,000 of the local match.   Staff is recommending the City accept the TA funding for both projects and to use budgeted 2017 pedestrian/bicycle funds as the local match.  The remaining $150,000 of the $450,000 total budget funds for pedestrian/bicycle infrastructure would be allocated with the prioritization policy the Transportation Commission is working with staff on.

 

Plans for reconstructing 19th Street from Naismith to Iowa are underway and expected to be completed by early spring for 2018 construction.  If authorized, staff will work with the design consultant and KDOT to efficiently incorporate the underpass project into the current plans and minimize traffic impacts.  A city/state agreement will be forthcoming for the City Commission’s approval.
