RE:	Solid Waste Division recycling program update

Presentation for City Commission Work Session on October 10^th

The Solid Waste Division will be providing a presentation during the October 10, 2017 City Commission Work Session to cover the following topics:

- Brief background on Solid Waste Division and Solid Waste Task Force goals.

- Update on single-stream recycling program.

- City-Hamm recyclables processing and marketing service agreement (contract term and renewals, cost per ton of single-stream material, rebate, and source separated material).

o Contract amendments. Commercial single-stream material.

- Update on recycling markets. Proposed China waste ban by end of 2017.

- 2017 Solid Waste Division work items and increased automation.

- Current commercial recycling options (cardboard collection, recycling drop-off, and recycling brokers).

- Commercial single-stream recycling program (voluntary, subscription based, various service levels and fees, incremental roll-out).

o Operational costs: collection containers, trucks, and personnel as the program grows.

o Challenges: space issues for additional collection container(s), downtown, and collection efficiency.

o Communications plan. Outreach and education program.

Next steps

- Continue staying updated on recycling markets and effects of China waste ban.

- Work on contract amendment to include commercial single-stream material.

- Complete business plan for commercial single-stream recycling program.

- Communicate incremental roll-out of new program.
