Recommendations/Options/Action Requested:

 

Award the bid for Bid No. B1744 Kansas River Wastewater Treatment Plant Protective Maintenance Coating, Chemical Storage & Feed Building, and Excess Flow Building Project UT1714 to MVP Painting in the amount of $148,740.00, and authorize the City Manager to execute the construction contract.

 

Executive Summary:

Mechanical building maintenance is an ongoing process for the Utilities Department. In order to maintain functionality and extend the life of mechanical equipment and process building facilities, the equipment, interior surfaces, and other facilities need to be routinely coated to provide ongoing corrosion projection.

 

The Protective Maintenance Coating Project includes coating of the interiors and equipment of the Chemical Storage & Feed Building and the Excess Flow Building at the Kansas River Wastewater Treatment Plant (KRWWTP). Incorporated in this work is the coating of walls, floors, stairs, pipes, pumps, ceilings, structural beams, structural columns, and other appurtenances.

 

Utilities staff completed construction documents for the project and advertised for bid on July 14, 2017. Four alternate bid options were included in the bid with the City reserving the right to award any of the options based on the availability of funding. Bids were opened on August 8, 2017, and the bids were read publicly aloud as shown on the attached bid tab.

 

A minor omission was noted in the bid tabulation for MVP Painting. On Bid Option 4, MVP Painting did not list individual prices for the three line items, and only showed a total price for Bid Option 4.  MVP Painting has acknowledged and accepted the total price for Bid Option 4 in the amount of $148,740.00.

 

Utilities staff have reviewed the bids and based on the availability of funds, recommends awarding Bid Option 4, which includes coating of the KRWWTP Chemical Storage & Feed Building, Excess Flow Building, Crane, Gantry, and VFD Pads to the lowest responsible bid for this option. Utilities staff has also reviewed the qualifications and current project commitments of the low bidder MVP Painting and recommend awarding Bid Option 4 to MVP Painting in the amount of $148,740.00.

Fiscal Impact (Amount/Source):

The fiscal impact to the City is $148,740.00. The funding for this project is included in the Department of Utilities 2017 Amended Capital Improvement Plan for Kansas River Wastewater Treatment Plant Protective Maintenance Coating, Chemical Storage & Feed Building, and Excess Flow Building Project UT1714.
