Recommendations/Options/Action Requested:

Deny request for a 4-way stop controlled intersection at 10th Street & Indiana Street.

Executive Summary:

At the July 10, 2017 Transportation Commission Meeting, the board considered a request for a 4-way stop controlled intersection at 10th Street & Indiana Street. Traffic data obtained during May of 2017 found that traffic volumes did not meet the warrant for a 4-way stop controlled intersection. Crash data obtained for the intersection in 2013-2015, and in 2017 also did not meet criteria for a 4-way stop. In the summer of 2016 there were 5 crashes at the intersection which would meet the warrants. This was during a time period when 11th Street was closed adjacent to the HERE Project and additional traffic was diverted to the intersection of 10th Street & Indiana Street. In November of 2016 the Traffic Division installed additional signage to the existing 2-way stop signs indicating “Cross Traffic Does Not Stop”. Since the installation of those signs there have been no crashes at the intersection. This information combined with low traffic volumes are the reasons for the staff recommendation to deny the 4-way stop request.

No residents were present at the Transportation Commission meeting to comment on this item. The Transportation Commission voted 9-1 to recommend denial of the request. Commissioner Evans voted, nay, citing he felt uncomfortable with sight distances at the intersection.
