Award Bid No. 1740, CIPP Project UT1705 – 2017 Sanitary Sewer Rehabilitation Project - to SAK Construction, LLC, in the amount of $1,282,512, and authorize the City Manager to execute the construction contract.

 

Executive Summary:

The 2017 Sanitary Sewer Rehabilitation Cured-In-Place-Pipe (CIPP) Project UT1705 will rehabilitate approximately 45,800 linear feet of sanitary sewer pipe ranging in size between 8 inches and 24 inches in diameter. The CIPP method involves lining the inside of an older deteriorated sanitary sewer with minimal excavation. CIPP is a cost-effective method of pipe rehabilitation compared to other more invasive methods. As an example, the cost of 8-inch sewer main rehabilitation for this project is $22.95 per foot compared to open trench sewer replacement projects that have averaged more than $300 per foot for 8-inch sewer main.

 

The February 7, 2017 City Manager’s Report notified the City Commission of an upcoming bid for this project. Department staff completed construction documents and the project was advertised on May 19, 2017. Bids were opened on June 27, 2017 and the bids were read publicly aloud as follows:

Department staff reviewed recent bids for similar sized projects throughout the Kansas City region. Based on that review, Department staff anticipated the cost of this project to be approximately $1,400,000. Department staff has reviewed the bids, qualifications, and current project commitments of the low bidder, SAK Construction, LLC. Department staff recommends awarding the bid to SAK Construction, LLC in the amount of $1,282,512.00. The project is scheduled to be completed by June 2018.

Fiscal Impact (Amount/Source):

The fiscal impact to the city is $1,282,512 for the cost of the contract. The project is funded within the 2017 rate model and is feasible within the 2017 Department of Utilities budget.  Approval of the contract will require an amendment to the 2017 CIP.
