Authorize Mayor to execute the Federal/State Aid Authority to Award Contract and Commitment of Funds agreement for the Wakarusa and Harvard Roundabout project. |

Executive Summary: |
Wakarusa Drive is a major arterial street with a Pavement Condition Index (PCI) of 52.85. The project limits are from north of Inverness Drive to just north of Harvard Road on Wakarusa Drive. A two-lane roundabout will replace the four-way stop sign configuration currently at the intersection of Harvard and Wakarusa. The project also includes: a five-lane roadway section with a center turn lane, bike lanes, six foot wide sidewalks on both sides of the street, and storm sewer upgrades.
The Kansas Department of Transportation (KDOT) will contribute Highway Safety Improvement Funding at a 90/10 cost share up to a maximum of $600,000 for the roundabout construction. A City/State Agreement to utilize the KDOT administered funds was approved and signed by the City Commission on February 21, 2017. KDOT bid the project July 19, 2017. Miles Excavating Inc. was the low bidder with a bid of $1,825,223. The engineer’s estimate was $1,966,411.18. Construction will begin mid/late August 2017 with anticipated completion in Spring 2018. |

This item is included in the 2017 budget (CIP #PW17E2) for an estimated total cost of $1,900,000. The project low bid was $1,825,223 by Miles Excavating Inc. KDOT will participate in funding $600,000 and the city’s portion of the project costs ($1,225,223) will be funded with infrastructure sales tax funds. |
