Conduct a public hearing regarding a distance limitation waiver request for the 2017 Live on Mass event to be held Friday, September 1, 2017, from 11:00 a.m. to 11:00 p.m. in the 1000 block of Massachusetts Street.
Find that the proximity of the temporary sale of alcoholic liquor for the event is not adverse to the public welfare or safety and grant a distance limitation waiver.
Adopt on first reading, Ordinance No. 9380, allowing the sale, possession and consumption of alcohol in the public right-of-way on Friday, September 1, 2017, in the 1000 block of Massachusetts Street for the Live on Mass event.

Executive Summary: |
The Live on Mass event organizers have applied for a street event temporary use of right-of-way permit for its 2017 event which will be held on Friday, September 1, 2017. The event will include the closure of the 1000 block of Massachusetts Street for the event.
The event applicant has requested an ordinance authorizing the sale, possession and consumption of alcohol in the 1000 block of Massachusetts Street for the event.
The request to sell, possess and consume alcohol within the public right of way has been reviewed pursuant to City of Lawrence Code, Chapter IV, Article 1, Section 4-113 and was found to be within 400 feet of a church or school. Pursuant to code requirements, staff notified the church on June 28, 2017, that a public hearing regarding this request would be held on August 1, 2017, at the City Commission meeting. The affected area for this event is the 1000 block of Massachusetts Street.
This event request has been reviewed by Parks and Recreation, Public Works, Police, Fire/Medical, Downtown Lawrence Inc., Lawrence Transit, eXplore Lawrence, and Lawrence Association of Neighborhoods and was completed with no issues being identified.
