Recommendations/Options/Action Requested:

 

Adopt on first reading, Ordinance No. 9384 to amend Horizon 2020, Chapter 7, "Industrial and Employment-Related Land Use" to amend the Oread West Research Park Industrial Node.

 

Executive Summary:

The applicant requested an amendment to Horizon 2020: Chapter 7: Industrial and Employment-Related Land Use to revise Map 7-1, which shows the existing West Oread Research Park.   The reason for this Comprehensive Plan Amendment is to request changing the current designation from Industrial Business Park to Low-Density Residential land use to accommodate the residential development.  The applicant notes that Map 3-2 in Horizon 2020 shows the future land use for the same property as residential.

 

Applications have been submitted concurrently with a request to rezone the property to RS7 and RM12D to accommodate both detached and duplex residential development if approved.

 

The City Commission approved the rezoning requests on July 11, 2017. The ordinance was not provided at that time to allow the applicant time to develop a response to delineate an area to remain IBP (Industrial Business Park) zoning. The applicant has since submitted a preliminary plat that creates a defined area on the northwest corner of Research Park Drive and Legends Drive to remain IBP zoning, and provide continuity to the remaining business park development pattern.
