Approve Transportation Commission recommendation to retain 4-way STOP signs at 18th and Indiana Streets and install crosswalk markings temporarily for one year until a recommendation is reviewed for permanent traffic control.

 

Executive Summary:

Staff received a request to retain the 4-way STOP at the intersection of 18th and Indiana Streets upon completion of the new traffic circle. The intersection is on the route of a visually impaired student who walks to Lawrence High School and will continue to be used for his senior year.  The intersection does not meet warrants for a 4-way STOP and the 4-way STOP would negate the expense and effectiveness of the traffic calming circle. 

 

The use of STOP signs should be based on an engineering study, however staff understands the unique circumstance and would acknowledge that retaining the 4-way STOP signs is not likely to cause a decrease in safety at the intersection.  Therefore, staff recommends installing temporary “STOP” signs at the intersection of 18th and Indiana Streets.  Staff recommends approving the request to add temporary crosswalk markings on all legs of the intersection to provide an enhanced crosswalk presence. 

 

Staff will evaluate the operation of the intersection for one year and provide a recommendation to the Transportation Commission in the summer of 2018 for permanent traffic control.

Fiscal Impact (Amount/Source):

The fiscal impact to the City is $1500.  The costs will be funded from the 2017 Traffic Engineering budget.
