Approve City of Lawrence Parking System Operations and Development Plan.

 

 

Executive Summary:

The recommended Parking System Operations and Development Plan report will be presented on July 18th for the City Commission’s approval. The Plan provides a ‘roadmap’ for the future development and operational management of the parking system. Upon approval of the plan the staff will begin implementing the recommendations contained in the report. Implementation will be undertaken over the next several years and will be planned within the context of the operating budget and capital improvement program. Multiple pieces of the plan will require future approvals by the City Commission, for example when enacting changes through ordinance and when making capital purchases that require the Commission’s approval pursuant to the Purchasing Policy. As with any multi-year strategic plan, the specific methods by which the city addresses the recommendations will likely be refined and will evolve as those decision points are reached in the future.  

 

Revisions to the report were made since the first draft was presented at the June 6, 2017 City Commission meeting. The draft report unintentionally omitted narrative about the Pachamamas development at the intersection of 8th and New Hampshire streets in Section 7, Future Downtown Parking Demand. The development was considered during the study and the 800 block of New Hampshire was identified as experiencing intense parking demand. The previous draft report, and this final report includes recommendations specifically developed to address the parking needs of businesses located in the 800 block of New Hampshire street which are affected by each of the redevelopment projects along that corridor. The final report has been corrected to include narrative about the Pachamamas development.

 

Another revision clarifies the methodology of the parking utilization survey conducted in the neighborhoods included in the study area, those surrounding the University of Kansas and the east Lawrence neighborhood (Section 5, Existing Conditions – Neighborhoods). The consultants conducted an extensive public engagement and survey process and consulted city staff to identify concerns about neighborhood parking. The consultants drove every street in the study area to visually observe the conditions and narrow the field survey effort to identify the most intensive examples of parking challenges and conflicts. The field survey is reported in two sections in the report, one focusing on the east Lawrence neighborhood and one focusing on the neighborhoods surrounding KU. The results from this narrowed scope field survey of neighborhoods around KU are presented in Figure 9 on page 25 of the report. Figure 9 is intended to provide examples of the most intense conflicts between residential parking needs and parking activity generated by the university. All neighborhoods surrounding KU are intensely affected by parking activity related to the university. The consultant recommends in the previous draft report and in this final draft that the city implement a neighborhood parking program to help alleviate the challenges of all neighborhoods across the city to the extent possible. The report does not suggest specific neighborhoods that should or should not be considered for a parking permit zone. The consultants recommend that the neighborhood residents should have the choice of whether to participate in a residential permit zone.

Approval of the Parking System Operations and Development Plan does not produce a specific fiscal impact. Approval of the plan does not bind the city to enact the recommendations contained in the report. Recommendations contained in the report will be further considered and evaluated before implementation. All costs related to the recommendations will be considered and planned for within the context of the budget and capital improvement program.
