Executive Summary: |
Each year, the City of Lawrence adopts the most recent version of the Standard Traffic Ordinance (STO) prepared by the League of Kansas Municipalities. The STO is a model traffic code based upon Kansas state law, and its adoption allows for the prosecution of most traffic violations in our municipal court. New editions are required annually in order to respond to the changes made to the traffic laws each legislative session. Ordinance No. 9383 adopts the 2017 version.
This year’s edition makes two amendments to the provisions listed below, and changes are summarized after the Section number. All changes will be reviewed with the police department.
Section 133 (Lamps and Other Equipment on Bicycles): Requires bicycles to be equipped with a lamp on the front that emits a white light visible from a distance of 500 feet when that bicycle is in use between sunset and sunrise. This changes the previous language requiring that same light “at nighttime.” That front light must be in conjunction with either a red reflector at the rear, a lamp on the rear emitting a red light, or, the law now allows a device worn by the bicycle’s operator that emits a red or amber light that is visible from a distance of 500 feet to the rear.
Section 182.1 (Seat Belts): The fine for an adult not wearing a seatbelt is now $30. This is an increase from the previous fine of $10. |

Fiscal Impact (Amount/Source): |
There is no fiscal impact to the City for any of these changes. For seatbelts specifically, the additional $20 collected through the amended state statute shall be remitted to the State of Kansas (see Sec. 7(c) of Senate Bill 89). These items were not included in the 2017 budget or CIP, as they have no fiscal impact to the City. |
