Adopt Resolution No. 7212, amending the Development Policy for the financing of public improvements within the City of Lawrence, Kansas, and repealing certain provisions of Resolution No. 5614. Authorize staff to amend Administrative Policy No. 52 commensurate with Resolution No. 7212.

Executive Summary: |
Adopted April 19, 1994, Resolution No. 5614 established inter alia fixed costs related to sanitary sewer construction and inspections and to water service connections, subject to any subsequent Commission action adjusting such costs. None has been updated in the past 23 years to reflect changing cost indices. Resolution No. 7212 provides for a fee schedule to be administratively reviewed and adjusted annually in lieu of fee adjustment through Commission action.
Resolution No. 7212 repeals and restates the following Sections of Resolution No. 5614: · Section IV.D Sanitary Sewers · Section IV.H Sanitary Sewer Post-Construction Fee · Section VI Water Service Policy
Resolution No. 7212 concurrently amends the Matrix for Development/Finance Costs attached to Resolution 5614 by removing and restating sewer and water improvements Costs.
Resolution No. 7212 further establishes a fee schedule in lieu of fixed costs to be effective as of February 1, 2018, subject to administrative review and adjustment as of February 1 annually. Front footage charges for water main aged 50 years or older are eliminated.
As background, Resolution No. 5614 provides the development policy for financing public improvements, including the City’s financial participation in the construction of streets, sidewalks, storm drainage, sanitary sewers, underground wiring and water improvements. |
