Commission Meeting Date:  July 11, 2017

Staff Contact:

Sandy Day

Recommendations/Options/Action Requested:

Receive additional information with regard to rezoning approximately 35 acres from IBP to RS7 and RM12D [Z-17-00079 and Z-17-00080] located in the 1100 block of Biltmore Drive and Research Park Drive and approve applications, if appropriate (ordinances will be submitted at a future commission meeting once final legal descriptions are created based on the plat).

Executive Summary:

The information included in the attached documents is provided in response to a request by the City Commission, from their meeting on May 16, 2017, to receive information related to the two proposed rezoning applications:

1.    The impact on industrial land inventory of rezoning IBP zoning to residential districts,

2.    The status and effect of Kansas University’s master plan designating a portion of the west side of campus for research park uses, and

3.    How the proposed development would address neighborhood concerns related to traffic, bufferyards and the location of housing types.

The preliminary plat (PP-17-00256 Cedar Grove Subdivision) was submitted after the City Commission’s deferral of the rezoning requests. The preliminary plat is scheduled to be considered by the Planning Commission at their meeting in July and is attached for context.
