Approve the design concept and direct staff to negotiate a contract with Bartlett & West for the design of E. 9th Street from New Hampshire Street to Pennsylvania Street.

 

Executive Summary:

Background on Design Options

At the May 24 City Commission meeting, Josh Shelton of el dorado inc. presented the Comprehensive Concept Design Plan for East Ninth Street and public testimony was heard.  (May 24, 2016 East Ninth Agenda Memo).  The construction estimate provided with the design document including 10% contingency was $3,570,000.  Engineering at 8% should be added (approximately $290,000) for a total estimated project cost of $3,860,000.

 

The City Commission held a study session on July 12, 2016 to discuss the issues of design, funding, and scope of work for the project. (July 12, 2016 East Ninth Study Session Memo).  Public Works Department was directed to develop a concept plan and cost estimate for a more traditional street repair design.

 

On March 14, 2017 the City Commission received a report from Public Works presenting a typical/standard street design option for the reconstruction of 9th street from New Hampshire Street to Delaware Street (attached).

 

The basic design included a standard street width, retained existing parking, replaced/constructed sidewalks on both sides of the street, and stormwater for an estimated cost of approximately $1.9 million including engineering. The basic design did not include bike lanes, lighting, integrated art, bio swales, and underground electric. The Commission requested that staff consider the addition of bike lanes and provide options for lighting. With these additions to the basic design the total project cost comes to approximately $2.3 million.

 

ArtPlace – Public Art Program

As part of the East Ninth Street project, eight artists were selected through a competitive RFQ process:

·         Three artists were selected to create permanent public artworks integrated into the Comprehensive Concept Design Plan developed by el dorado inc.

·         Five artists were selected to implement performance-based public art projects related to East Ninth Street. 

Each of the three artists were contracted to create integrated public artworks as part of the design team and to develop their projects as an integrated part of phase one, integrated project design development, which has been completed as part of the Comprehensive Concept Design Plan.   

 

The East Ninth Street artists are still contracted with the Lawrence Arts Center but have not fully developed or scheduled their work.

 

Because of the limited design scope for the city’s street repair project, implementing the existing proposed permanent/integrated public art is likely not feasible.

 

If the $335,000 in remaining funding from ArtPlace remains available, staff recommends utilizing the funds to develop a new public art program for this project. This type of program would include the following elements:

·         Continuing to work the five selected ‘East Ninth’ Artists to implement their performance-based projects with updates and adaptations as necessary. 

o   $75,000 – 5 artists

·         Developing a new competitive public art program and RFQ for innovative public art infrastructure on the streetscape project. The direction of the RFQ would be fully determined after the overall project scope is defined but would likely include elements like low-level lighting, streetscape furniture, poetic artist interventions and other neighborhood-friendly infrastructure enhancements.

o   $225,000 – 3-5 artists

·         Enhance and expand the city’s popular three-decade old annual temporary Outdoor Downtown Sculpture Exhibition to include East 9th Street and provide broader opportunities for local and regional artists to gain professional public art experience, build their portfolios, and provide contemporary art in the public realm for the community. (This would include a more contemporary approach and not be limited to sculptural elements.)

o   $35,000 for artist commissions for at least two years in concert with the current program and city support

Next Steps

If the Commission desires to proceed with the project as presented by city staff, the recommendation is to authorize staff to negotiate a design contract with Bartlett & West Engineers.  Bartlett & West provided the concept design and are familiar with the area and utilities. They also have completed the survey necessary to complete the design.

The project is not funded in the 2017 CIP but funding is included in the City Manager’s Recommended Budget and CIP for 2018 ($2.5 million).
