Recommendations/Options/Action Requested:

Approve statement of final costs (Exhibit A) and assessment roll for Venture Park streets and sanitary sewer (Schedule I).

Establish July 11, 2017 for a public hearing for the purpose of receiving any and all written and oral objections to the respective assessments.

Adopt on first reading, Ordinance No. 9374 levying special assessments on certain property to pay the construction cost of internal improvements in the City of Lawrence, KS, as previously authorized by resolution numbers 7016 and 7049 of the City; and providing for the collection of such special assessments (Project Number PW1224).

Executive Summary:

The infrastructure of Venture Park includes streets, watermain and sanitary sewer. These improvements have been completed and accepted. These improvements are to be funded through special assessments. The City is the majority owner of the property and the other owners include Westar, AT&T, and Douglas County.

The recommended action would result in approval of the statement of final costs and establishment of the public hearing date for the purpose of receiving objections to the assessments. The action would also result in adoption on first reading of Ordinance No. 9347 which levies the assessments on these properties. Adoption on second reading would be scheduled for the July 11, 2017 Commission meeting following the public hearing.
