Award Bid No. B1642, for the purchase of two (2) Ford F550 Trucks and spreaders for the Streets Division of Public Works, to Laird Noller Ford, in the amount of $103,164.

 

 

Executive Summary:

On December 13, 2016 bids were received for the replacement of units 366 (CIP #PW17F2), and 337 (CIP #PW17F4) for a total of $103,164. The original budget estimate for replacement of these two units was $210,000. The replacement trucks will use an electric spreader, which allowed the elimination of the central hydraulic system on these trucks, which then allowed specification of a gasoline engine. This right-sized alternative is expected to fulfill the Division’s needs while providing cost savings of $106,836.

 

Using the savings achieved from the reconfiguration of 2017 Class 5 trucks, spreaders, and plows provides the needed funds for the replacement of units 396 (CIP #PW18F9) and 397 (CIP #PW18F10) which are scheduled for replacement in the 2018 CIP. Units 396 and 397 are undersized to adequately fulfill the needs of the Streets Division. These one-ton vehicles will be replaced with Class 5 trucks, allowing the maneuverability required for snow operations and adding the safety of an appropriately sized vehicle to handle load capabilities. These units provide year-round operational support to the Streets Division, which includes towing trailers, snow operations, hauling materials, and personnel transportation.

 

During the CIP process, equipment replacement for these units was estimated at $105,000 each (excluding trade-in values), based on replacement trucks in the same configuration. Staff modified the configuration based on its recent equipment reconfiguration and evaluation to achieve the cost reduction of $106,836. This purchase will be included in the upcoming CIP amendment which is scheduled for presentation at the June 13, 2017 Commission work session.

The cost to purchase both units is $103,164 total, including the $22,000 trade-in value. During the bid process for the 2017 equipment replacement operational options became available that allowed for a significant reduction in the cost of Class 5 flatbed trucks. The per vehicle savings of $53,148 totaling $106,836 enables the replacement of these two additional flatbed trucks that were planned for FY 2018. Replacement of unit 396 will be funded out of the 2017 Stormwater Fund (505-3-3910-6005). Replacement of unit 397 will be funded out of the 2017 Special Gas Tax Fund (214-3-3800-6005).
