Recommendations/Options/Action Requested:

 

Receive presentation of draft 10-year Parking Operations and Development Plan and provide direction to the consultants for completion of the final draft.

 

Executive Summary:

The draft 10-year Parking Operations and Development Plan report is presented for DESMAN (the consultant) to receive additional feedback and direction from the Commission. The final report will be presented for adoption/acceptance at a subsequent Commission meeting this summer.

 

The consultant was engaged in December 2016 to review the city’s operations, infrastructure and polices related to the public parking system serving downtown Lawrence, neighborhoods surrounding the University of Kansas and the east Lawrence neighborhood (the study area). The study was conducted to develop a 10-year Parking Operations and Development Plan which will guide the city’s development and management of parking functions and facilities over the next 10 years. The draft report contains a summary of the public input process, identification of existing conditions within the study area, a review of internal parking operations and policies, and an assessment of the impact of downtown development on parking demand. The consultant’s recommended changes are presented sequentially to allow for evaluation of the impact resulting from implementation of each change. The recommendations are also sequenced based on anticipated complexity and cost.

 

The consultant engaged in an extensive stakeholder and public engagement effort to identify existing conditions and tailor its recommendations to the Lawrence community. Parking expectations and needs are diverse in the community, some are even in conflict. The recommended changes represent compromise on many important issues. A key finding highlighted in the draft report is the city’s relatively passive approach to parking management. Parking management includes several functions that are supported by numerous city departments. The lack of a central and active management approach has hindered the city’s ability to respond to evolving expectations and needs. The recommendations outlined in the draft 10-year plan would position the city to provide a more responsive level of parking services that satisfy the community’s broad expectations while remaining sensitive to factors that make Lawrence unique.

The draft report is being presented for the Commission’s feedback and to receive additional public input. No action will be taken at this meeting. Estimates of potential cost and revenue impacts accompany each recommendation included in the draft report. Additional estimates about the impact on the long-range financial forecast will be refined following the Commission’s feedback at the June 6th meeting and prior to the Commission’s adoption of the final plan later this summer. Any future cost commitments would be addressed through the operating and capital budget.
