Award Bid No. 1736 to Freeman Concrete Construction, LLC and authorize the City Manager to execute the construction contract in the amount of $669,031 for the Naismith Drive and Crescent Road Street, Sidewalk, Storm Sewer, and Sanitary Sewer Improvements Project UT1513. |

Executive Summary: |
The Naismith Drive and Crescent Road Street, Sidewalk, Storm Sewer, and Sanitary Sewer Improvement Project UT1513 will replace the 100 year old 6” vitrified clay pipe sewers in the area with 552 linear feet of 8” collector sewer and 234 linear feet of 6” private service lateral. In addition to the sanitary sewer improvements, the City and the University of Kansas (KU) are partnering to reconstruct the pavement at the intersection of Naismith Drive and Crescent Road in collaboration with the sewer project. The street reconstruction also includes storm sewer, sidewalk, and traffic calming improvements. The project is scheduled to be completed by August 4, 2017.
The City and KU assume co-responsibility for maintenance on streets that are adjacent to KU (West Campus Road, Crescent Road, 15th St, etc.). KU has agreed to contribute $140,000 to the street reconstruction. The 2017 Traffic Calming budget will fund $20,000 of the costs for the raised median and traffic diverter. The street maintenance budget will fund $216,808, the balance of the street maintenance costs. Utilities Department participation of $292,223 will fund the sanitary sewer improvements.
During the April 11, 2017 City Commission Meeting, the traffic calming plan, the City/KU cost share agreement, and the City/KU access agreement were approved. BG Consultants completed construction documents, and the project was advertised on April 18, 2017. Bids were opened on May 2, 2017, and the bids were read publicly aloud as follows:
BG Consultants recommends awarding the bid to Freeman Concrete Construction in the amount of $669,031. See the attached recommendation letter which addresses the disparity between the Engineer’s Estimate and the bids, and the qualifications of Freeman Concrete Construction.
