Receive a second draft of Ordinance 9324 pertaining to a Community Police Review Board, and provide direction to staff, if appropriate. |

Executive Summary: |
On December 6, 2016 the City Commission considered a first draft of Ordinance 9324 amending Chapter 1, Article 25 of the City Code pertaining to a Community Police Review Board. The Commission directed staff to obtain feedback regarding the ordinance, including conducting a Lawrence Listens study. That study was completed earlier this year and is attached.
Staff has also met several times with representatives from the Lawrence Police Officers Association (LPOA) for additional feedback on the draft ordinance, and additional changes have been made since the December draft was presented. A summary of those changes is also attached. Notably, provisions helping to ensure the privacy of investigations are added, as well as qualifications of Board members and direction on how the Board would receive complaints and review internal investigations related to racial or other bias policing when properly appealed by a complainant. Rather than making these changes to the existing Board, this ordinance also repeals Article 25 as currently written and replaces it with language establishing an entirely new Board. |
