Consider a Comprehensive Plan Amendment, CPA-17-00135, to Horizon 2020, Chapter 7, to amend the boundary of the Oread West Research Park, related to rezonings Z-17-00079 & Z-17-00080 for the undeveloped properties north of Legends Drive and in the 1100 block of Biltmore Drive and Research Park Drive. |

Executive Summary: |
The applicant has requested an amendment to Horizon 2020: Chapter 7: Industrial and Employment-Related Land Use by revising May 7-1 which shows the existing West Oread Research Park. The reason for this Comprehensive Plan Amendment is to request changing the current designation from Industrial Business Park to Low-Density Residential land use to accommodate the development of residential uses. The applicant notes that Map 3-2 shows the future land use for the same property as residential.
The application has been submitted concurrently with a request to rezone the property to RS7 and RM12D to accommodate both detached and duplex residential development if approved.
An ordinance has not been provided at this time to allow the applicant time to develop a specific response to the defined area to be retained IBP District. Once the area is identified then the area can be mapped for inclusion in Chapter 7 and the final ordinance drafted for consideration by the City Commission.
