Executive Summary: |
At its meeting on May 2, 2017, the City Commission received a follow up report from staff regarding possible expansion of the Catalyst Program. During general discussion amongst the City Commission regarding this item, there was some discussion about how the City Commission wished to process the consideration of expanding the program. Mayor Soden suggested having the Public Incentive Review Committee review the issue prior to placement on a City Commission agenda. It was suggested that the City Commission take up the issue of how it wished to process the possible expansion of the program as a first item of business ahead of considering the possible expansion of the program itself. It should be noted that the Public Incentive Review Committee (PIRC) did not review the original Catalyst Program that has since been adopted by the City Commission.
It appears that the alternatives are 1) referring the item to the Public Incentive Review Committee for recommendation ahead of the placement on a future City Commission meeting agenda; or 2) place the expansion issue directly on a future City Commission meeting agenda without the review of the Pubic Incentive Review Committee.
