Agreement No. 4 to the existing Engineering Services Agreement, in the amount
of $570,032 with TREKK Design Group, LLC for Project UT1305 Rapid Inflow and Infiltration Reduction.

Summary: |
The 2012 Wastewater Master Plan and
Capital Improvements Program recommended a Rapid Inflow and Infiltration
Reduction Program within the area of the City that generally flows by gravity
to the Kansas River WWTP (KRWWTP). This older area of the City has the
largest influence on the peak wet weather flows at the KRWWTP due to its
proximity to the plant and higher levels of inflow and infiltration. The goal
of the program is to reduce wet weather inflow and infiltration into the
sanitary sewer system in order to eliminate the need for large scale capacity
expansion projects in the Burrough’s Creek interceptors and the KRWWTP. The program,
which was initiated in 2013, is planned over an eight year period using a
phased approach. The program’s accomplishments, ongoing work and future work
are explained in the map attached to this memorandum. Staff has negotiated an appropriate scope
and fee for the next phase of the program. The total fee for this phase of
services is $732,032, but the cost to the City is partially offset by savings
of $162,000 realized this year through a reduction in scope of Supplemental
Agreement No. 1. Supplemental Agreement No. 4 addresses
the scope of work for the Phase 5 and 6 areas. The Phase 5 scope of work
includes the following: ·
Public sanitary sewer system investigations
which includes 365 manhole inspections, 5 public sector dye tests, and 15,000
feet of CCTV inspections
Work items for Phase 6 include smoke
testing approximately 55,000 feet of sanitary sewer in Downtown Lawrence
and the surrounding neighborhood. Extensive planning, observation, and public
coordination efforts are included in this contract due to the sensitivity of
this area. In order to minimize any potential disruption to the general public
and private businesses, staff plans on completing this work with several
crews working simultaneously between 6 am and 10 am on two days over the
summer. Finalizing those dates will be part of the upcoming coordination and
communication effort with other City Departments and Downtown Organizations. Phase 6 private plumbing evaluations and
other public sector investigation work is anticipated to begin in 2018 and
will be completed under a future agreement. |

Prior to supplemental agreement No. 4,
total compensation for the contract with TREKK Design Group was $3,016,859. The
total fee for Supplemental Agreement No. 4 is $732,032 but that cost is
partially offset by savings of $162,000 realized this year from the reduction
in scope of Supplemental Agreement No. 1. Approval of Supplemental No. 4 will
bring the total compensation to $3,586,891 for the contract since 2013. Funding for this project is included in
the Department of Utilities 2017 Amended Capital Improvement Program for Project
UT1305 Rapid Inflow and Infiltration Reduction Program (CIP# 1795). |
