March 9, 2017 Minutes (City Commission Room)

Vice Chair Holley called the meeting to order at 5:32 p.m.

1. Introductions

The committee members introduced themselves.

2. Approval of the February 23, 2017 Minutes

Pondrom moved to approve the CDAC meeting minutes from February 3, 2017. Minor seconded the motion. The motion passed 7-0.

3. Discussion of 2017 CDBG Non-Public Service Applications

Dresslar explained the amount of reallocation to be added to the amount available for funding the 2017 CDBG Non-Public Service Applications. Staff added enough reallocation to 100% fund all of the requests for funding at this time. Dresslar indicated the board should be prepared for a cut in funding when the 2017 allocation amounts are announced by HUD; the recommended allocations will have to be adjusted by the committee at that time.

Pondrom asked about 12a, City of Lawrence Community Development Division Housing Rehab/EL/FL/Weatherization. Dresslar explained those program are run by the Community Development Division; the total amount includes the Housing Rehab program, the Emergency Loan program, the Furnace Loan program, and the Weatherization program. Pondrom asked the amount of the average housing rehab. Dresslar said the maximum is set at $25,000, but staff is thinking about expanding the maximum for houses built after 1978 with no lead paint requirements.

Pondrom moved to fund 11a, City of Lawrence (Public Works Division) ADA sidewalk ramps at $93,000; 11b, City of Lawrence (Public Works Division) Pedestrian Hybrid Beacon at $45,000; 12a, City of Lawrence Community Development Division Housing Rehab/EL/FL/Weatherization at $500,000; 13a, Independence Inc Accessible housing Program at $33,000; 14a, North Lawrence Improvement Association Traffic Calming Device – 700 Block of Elm St at $3,500; 14b, North Lawrence Improvement Association Traffic Calming Device – 700 Block of Walnut St at $3,500. Delaney seconded the motion. The motion passed 7-0.

4. Discussion of additional CDBG/HOME funding items

There was no additional discussion of addition CDBG/HOME funding items.

5. Public Comment

Ted Boyle thanked the committee for the allocation for the traffic calming devices in North Lawrence. Boyle also updated the committee on the neighborhood associations’ efforts to obtain a coordinated print bid for the newsletters.

6. Miscellaneous/Calendar

Dresslar indicated the next meeting in March is not necessary at this point, without the actual allocation numbers being available.

Holley moved to cancel the March 23, 2017 meeting of the CDAC. Minor seconded the motion. The motion passed 7-0.

The next meeting of the CDAC will be on April 13, 2017 and the committee will review the 2017 CDBG and HOME recommended allocations.

7. Adjourn

Pondrom moved to adjourn the March 9, 2017 meeting of the CDAC at 5:53 p.m. Averill seconded the motion. The motion passed 7-0.
