Authorize the City Manager to execute a Right of Way license agreement for the use of city property for agricultural use in the Common Ground Program for: the City’s Right of Way, where it intersects with the Burroughs Creek Trail and Haskell Avenue (near 11th St.). |

Executive Summary: |
The City received a request from resident Adam Weigel to establish a bus stop community garden in the Right of Way by Burroughs Creek Trail and Haskell Avenue. Mr. Weigel currently leases City land as part of the Common Ground Community Garden program, at 1313 Pennsylvania Avenue. At that location he oversees 11 community plots, 10 rented annually by other Lawrence residents. The bus stop community garden will be managed by Mr. Weigel and the gardeners from his Common Ground site.
Sustainability staff and Mr. Weigel have worked since January to develop this new expansion site for Common Ground. The Director of Lawrence Transit, Assistant Director of Public Works, and Parks District #2 Supervisor have participated in the development of the project. Lawrence Transit has agreed to collaborate with the Douglas County Food Policy Council to produce communications on-site and in the community to promote the community garden to neighbors and Transit riders, and encourage safe harvest of the healthy foods grown on-site. Just Food, the Douglas County Food Bank located half a block away, will also engage in promotion of the new site. Water will be provisioned through an arrangement with the Central Maintenance Garage adjacent to the site.
