Executive Summary: |
The Transit Comprehensive Operations Analysis (COA) was funded with a Lawrence-Douglas County Metropolitan Planning Organization (MPO) consolidated planning grant and Lawrence Transit funding. The COA included extensive data collection and analysis of the existing transit system to enhance service quality for existing and new customers. Using data collected in the analysis, the COA presented recommendations with the aim of increasing ridership and productivity throughout the service area, more efficient utilization of limited financial resources, and generally improving connectivity, both within and between adjacent service areas. The ridership data by route and stop will be useful to the transfer hub location analysis and decision process. The COA included a market analysis, service analysis, stakeholder input, and service recommendations.
The Lawrence-Douglas County Metropolitan Planning Organization (MPO) approved this study on March 16, 2017. |

The COA provides service recommendations, some of which are cost neutral to implement. Other recommendations will require additional analysis and financial investment. Accepting the COA does not commit the current City Commission, or future City Commissions to make specific investments. |
