Authorize the City Manager to execute a Professional Services Agreement with a firm to conduct a Transit Center Location Analysis. |

Executive Summary: |
Lawrence Transit and the Lawrence Douglas County Metropolitan Planning Organization (MPO) are coordinating to pursue a new consultant-led study to identify locations for the transit transfer hub. The consultant would engage the City Commission and stakeholders to develop criteria to guide the evaluation process for one or multiple transit center and hub locations. Upon identifying acceptable transfer hub locations, a concept for the transfer center facility and amenities – appropriate to the specific locations and budget constraints – would be developed.
The MPO has identified $40,000 of Consolidated Planning Grant (CPG) funding to fund the study. The CPG funding requires a 20% local match. The remaining $10,000 will be funded by local money that was accounted for in the 2017 Transit budget. The Transit Center Location Analysis must be completed by December 31, 2017.
The Study team is in the process of reviewing submissions and will have a recommended firm for consideration and their proposal updated as an attachment to the Commission agenda item as soon as the review is complete.

Fiscal Impact (Amount/Source): |
The fiscal impact to the City is $10,000 for the study from the Transit Sales tax. Outcomes of the study process will require additional financial obligations which have been identified in the CIP. |
