Authorize the City Manager to execute a Cost Share Agreement (for the reconstruction of the intersection at Naismith and Crescent) and an Access Agreement (for the reconstruction of the sanitary sewer) with the University of Kansas. Approve the Traffic Calming plan at the intersection of Naismith and Crescent, as recommended by the Transportation Commission. |

Executive Summary: |
The City and The University of Kansas (KU) assume co-responsibility for maintenance on streets that are adjacent to KU (West Campus Road, Crescent Road, 15th St, etc.). The Utilities Department is undertaking a sanitary sewer reconstruction project through the intersection of Naismith and Crescent to tie in on KU property in the summer of 2017; attached is City/KU access agreement. The City and KU are partnering to reconstruct the pavement in the intersection in collaboration with the sewer project. KU will reimburse the city for 50% of construction costs not to exceed $140,000. The city's estimated cost share of pavement reconstruction ($140,000) is included in the 2017 street maintenance budget.
Additionally, city staff has met with the neighborhood to discuss the inclusion of traffic calming at the intersection; Crescent Road - Engel to Naismith is at the top of the rankings for traffic calming projects. At the March 7, 2017 Transportation Commission meeting, the commission reviewed a concept plan to permanently install a raised median and diverter at the intersection of Naismith and Crescent Road. A temporary median and diverter was installed at the intersection in January 2017 as a trial after receiving input from a neighborhood meeting. The Transportation Commission received public comments and approved the recommended concept plan, 9-0. The estimated cost of the traffic calming project is $20,000 to be funded from the 2017 Traffic Calming budget. |
