Award Bid No. B1723, PW1134 – 23^rd Street and Ousdahl Road Street and Storm Sewer Improvements, to RD Johnson Excavating Company, LLC, in the amount of $2,834,908.70.

Executive Summary:

The intersection of 23^rd Street and Ousdahl Road experiences flash flooding during heavy storm events and is frequently inundated and impassable to vehicular traffic.  This area was identified as Project No. 8 in the 1996 Stormwater Master Plan. The existing storm sewer infrastructure provides capacity for a 2-year or less storm event which results in localized street flooding.  In other words, there is a greater than 50-percent chance of this type of storm event occurring in any given year. 

The project includes a new storm sewer system from the west property line of Schwegler School to a point approximately 350’ south of the intersection of W. 24th Street and Naismith Drive. Also included in the project are a new stormwater detention basin located on the southwest corner of the Schwegler School property, new storm sewer lines on both the north and south sides of 23^rd Street extending approximately 600’ both east and west of the 23^rd and Ousdahl Road intersection as well as left turn lanes for both north and south bound traffic on Ousdahl Road.

In addition to the storm sewer and geometric improvements at the intersection, a new 8” diameter sanitary sewer main is being extended west from Ousdahl Road to the US Bank Property.  This replaces an existing 6” sanitary sewer line. New 8” water lines will be installed along 24^th Street, Ousdahl Road and 23^rd Street.  The water main needs to be replaced as it is nearing the end of its design life and in addition will provide a redundant piping network so that possible future problems can be isolated with a minimal amount of water services being interrupted.

Construction of the project will begin as soon as possible and has a completion date of September 1, 2017.  All construction on the Schwegler School property is scheduled to be completed by August 4, 2017 prior to the beginning of the school year.  In addition construction at the intersection of 23^rd Street and Ousdahl Road should be completed by August 4^th so that school traffic will be allowed to travel north and south bound on Ousdahl Road.
