Authorize Mayor to sign the City-State Agreement for state route transfer of K-10 to the City of Lawrence. |

Executive Summary: |
In 2012 the city and state entered into an agreement for the construction of the South Lawrence Trafficway (SLT). Upon completion the city agreed to accept full maintenance and fully own 23rd Street from Iowa Street to East Hills Drive. Both parties also agreed that the state would provide for any additional maintenance, “Turn Back” work that needed to be completed.
The attached 23rd Street Turn Back Agreement provides the City with funding for four projects totaling $5.5 million.
· $4 million for the reconstruction of 23rd Street – The project limits include 23rd Street from approximately Haskell Avenue to East Hills Drive. The total road construction cost in the CIP, estimated at approximately $10 million. Including design, right-of-way, and utilities the total project cost is estimated at $12.5 million.
· $700,000 for drainage improvements at 23rd & Ousdahl Road – This project is in the CIP with a total project cost of $3.775 million.
· $300,000 for mill & overlay on 23rd Street from Iowa Street to Ousdahl Road – This project is in the CIP with a total project cost of $300,000.
· $500,000 to construct a turn-lane on 23rd Street between Massachusetts Street and Louisiana Street – Including right-of-way, design and utilities the total project cost is estimated at $1.150 million.
The state will deed the right-of-way to the City within one year and will maintain an easement for access and maintenance for KDOT’s fiber. |

KDOT funding through the turn back agreement will be provided on a reimbursement basis. To receive the funds, the city must complete the projects and seek reimbursement for KDOT’s share pursuant to the agreement. In total, the city’s share of the four (4) projects addressed in the agreement is estimated to cost $12,500,000. These funds will be budgeted and programmed through the 5-year CIP.
As a result of this section of K-10 being decommissioned as a state highway and turned over to the city, the City’s connecting link payment of $157,968 will decrease by approximately $32,952 per year. The KLINK program provides formula-based maintenance funding for state highways located within the city limits. |
