Award Bid No. 1725 to ONG Consulting LLC in the amount of $79,958.90 for the Clinton Raw Water Pump Station Copper Ion Generation Equipment Procurement.

Executive Summary: |
During construction of the Clinton Water Treatment Plant Raw Water Pump Station Improvements, zebra mussel infestation was found in the 1.9 mile long, 36” diameter raw water transmission main from the pump station to the Clinton Water Treatment Plant. This same section of pipe was inspected in 2014 with no evidence of zebra mussels found at that time. Zebra mussels are an invasive species with populations found in Clinton Lake beginning in 2013. Zebra mussels have no predators, colonize very rapidly and, when allowed to populate unchecked, have been found to choke off water pipes and intakes.
Copper ion generation eradicates existing zebra mussels and prevents further infestations by the introduction of low doses of copper ions into the raw water. The current bid award is for the procurement of the Copper Ion Generation equipment. Installation will be performed by Utilities staff with support by specialty plumbing and electrical contractors as required.

Fiscal Impact (Amount/Source): |
The 2017 Capital Improvement Program (CIP) will need to be amended to include the Clinton Raw Water Pump Station Copper Ion Generation Equipment Installation Project (UT1606). The amended 2017 CIP will be presented to the City Commission on April 11, 2017.
The fiscal impact from the recommended action is $79,958.90. The project budget is $177,000, which is sufficiently funded within the Utilities rate model with savings from completed projects.
