Award Bid No. 1704 to M CON, LLC and authorize the City Manager to execute the construction contract in the amount of $432,214.00 for the 23rd Street, Ousdahl Road to Alabama Street, Waterline Replacement Project (CIP# UT1504).

 

Executive Summary:

The 23rd Street, Ousdahl Road to Alabama Street Waterline Replacement includes the replacement of approximately 2,700 linear feet of 8” cast iron pipe from the 1950’s with 8” PVC waterline.  The project also includes valves, fittings, fire hydrants, and other miscellaneous appurtenances for the waterline located along 23rd Street.  The project is scheduled to be completed by August 2017.

 

The February 7, 2017 City Manager’s Report identified this project to be bid in the first quarter of 2017. Professional Engineering Consultants completed construction documents, and it was advertised on February 24, 2017. Bids were opened on March 21, 2017 and the bids were read publicly aloud as follows:

Professional Engineering Consultants (PEC) has reviewed the bids, qualifications, and current project commitments of the low bidder, M CON, LLC.  PEC recommends awarding the bid to M CON, LLC in the amount of $432,214.00.

Fiscal Impact (Amount/Source):

The fiscal impact to the City is $432,214.00 which is sufficiently funded within the Utilities rate model.

  

The 23rd Street, Ousdahl Road to Alabama Street Waterline Replacement Project (UT1504) was planned for construction in 2018 according to the adopted 2017-2021 Capital Improvement Program (CIP). The project is being rescheduled for 2017 to accommodate the construction schedule for upcoming street and stormwater maintenance projects managed by the Public Works Department this summer. The 2017 CIP will need to be amended to reflect the schedule change for this project, from 2018 to 2017. The amended 2017 CIP will be presented to the City Commission on April 11, 2017.
